Eligibility Requirements – Victoria’s State Nominated Skilled Visa 2024-25 Program

If you are a skilled professional living in Australia or overseas, you may be eligible to apply for Victorian Skilled visa program Nominated (subclass 190) visa nomination or Victorian Skilled Work Regional (subclass 491) visa nomination.

To be invited to apply for skilled visa nomination, you must first make, or update, an Expression of Interest (EOI) via the Australian Government’s SkillSelect and then submit a Registration of Interest (ROI) provided you meet the following criteria:

Living in Victoria or overseas

Subclass 190 skilled visa nomination –

• Onshore applicants

If you are onshore, you must be living in Victoria. ROIs submitted by onshore applicants living in Australian states and territories other than Victoria will not be selected.

• Overseas applicants

If you are living offshore, you are eligible to apply for subclass 190 visa nomination once your ROI is selected.

Subclass 491 skilled work regional visa nomination –

• Onshore applicants

If you are onshore, you must be living in a designated regional area of Victoria. Some outer suburbs of Melbourne are considered regional for the purposes of migration by the Department of Home Affairs.

• Overseas applicants

If you are living offshore, you are eligible to apply for subclass 491 visa nomination once your ROI is selected. If your visa is granted, you must live and work in regional Victoria.

Commitment to Victoria

Subclass 190 / Subclass 491

You must be committed to living and working in Victoria. You need to give an undertaking to live and work in VIC for at least two years after your subclass 190 visa grant or at least three years after your subclass 491 visa grant. There is no process to transfer nomination to another state.

Registration of Interest

Subclass 190 / Subclass 491

You must submit a ROI to be invited to apply for Victorian visa nomination. Your ROI must be selected before you can apply for skilled visa nomination. An ROI is not an application for Victorian visa nomination and there is no guarantee that your ROI will be selected.

Age

Subclass 190 / Subclass 491

The DHA requires that you must be under 45 years of age at the time of nomination.

English Language

Subclass 190 / Subclass 491

You must demonstrate that you have at least competent English.

At the time you submit your ROI application, DMS recommends that your English language test must have at least 6 months validity. This is to ensure that your application for visa nomination is not rejected on the grounds of your test scores not being valid as they need to have at least 12 weeks validity remaining at the time you submit your nomination application.

Skills Assessment

Subclass 190 / Subclass 491

Your skills assessment must be valid in an occupation on the eligible skilled occupation list. Your nominated occupation in your skills assessment must match your EOI.

At the time you submit your ROI application, DMS recommends that your Skills Assessment must have at least 6 months validity. This is to ensure that your application for visa nomination is not rejected on the grounds of your skills assessment not being valid as they need to have at least 12 weeks validity remaining at the time you submit your nomination application.

SkillSelect EOI Points

Subclass 190

You must have at least 65 points on the Australian Government’s points test, including the 5 points for state and territory nomination.

Subclass 491

You must have at least 65 points on the Australian Government’s points test, including the 15 points for state and territory nomination.
